FG Warns of Heavy Flooding in 30 States, FCT – 1,249 Communities at High Risk

The Federal Government has issued a warning that 1,249 communities across 176 Local Government Areas in 30 states and the Federal Capital Territory will face heavy flooding between April and November 2025.
Unveiling the 2025 Annual Flood Outlook (AFO) in Abuja, Minister of Water Resources and Sanitation, Prof. Joseph Utsev, listed high-risk states including Lagos, Rivers, Delta, Bayelsa, Anambra, Kogi, Ogun, and others. He cited climate change, rising sea levels, and tidal surges as major causes, especially in coastal and riverine areas.
Flash and urban floods are also expected in major cities due to high rainfall and poor drainage infrastructure. However, the Minister stressed that unlike earthquakes or tsunamis, floods can be managed with proper planning and early interventions.
NIHSA Director-General, Umar Mohammed, highlighted that the AFO now identifies specific at-risk communities and analyzes sectoral impacts on health, education, and infrastructure, thanks to improved data and inter-agency collaboration.
Officials urged all stakeholders to act promptly, stating that the forecast is not just about data, but saving lives and livelihoods.
